Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are issued from different nations. Immense energy is allocated on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a ability afforded by current data. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – probably imported technology. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, US leadership does little to deter Moscow, through statements or actions, from believing that the situation will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until circumstances change in its favour.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
